Tässä osassa seuraillaan eniten Kannaa ja tämän tovereita vuoden 2014 Neo Tokiossa. Neiti päättää lopettaa piileskelyn ja alkaa toimia. Tämä ajatus vie hänet mafian kasinolle ja erittäin riskialttiin pelin pariin. Paitsi rahaa pitäisi hänen myös vakuuttaa sekä thai mafia, kiinalais mafia ja kodittomat puolelleen. Yukiji muistelee sairaalasta vuonna 2004 kadonnutta ryhmän jäsentä ja tämän paljastusta, joka alkaa uhkaavasti toteutua…
